Per BugGuide: "Larvae are a major mortality agent of stressed oaks (Quercus), particularly red oaks (Muzika et al. 2000); adults feed on chestnut blight spores (Cryphonectria parasitica)."
Also: "Substantial injury and mortality of American chestnut caused by A. bilineatus was noted as early as 1891; A. bilineatus was purportedly responsible for the death of 75% of the chestnut trees in Fairfax County, VA in 1893. Although largely ignored in the intervening decades, the beetle has been documented as a cause of oak mortality. (Muzika et al. 2000)" (More at BugGuide).

Agrilus bilineatus, the two-lined chestnut borer, is a species of metallic wood-boring beetle in the family Buprestidae.[1][2][3][4] It is native to North America,[1] and has been introduced to Turkey.[5]
